You're asking for the best QB not the best performance as some are responding. The best performances definitely will vary from the best QB'.
The best performances I've witnessed were in order: Archie Manning '68, Bert Jones(Auburn Sr. yr)John Bond MSU(twice), Danny Wuerffle-'95,J.Russell(MSU '06),Tommy Hodson(Auburn '88)Rex Grossman'01,Rohan Davey (UT 2000),Steve Walsh '88, Herb Tyler, (UF '97), Flynn,(Aub.'07)
FWIW my Dad always said that Tittle's performance against Tulane(in '46 or '47) was one of the greatest QB performances he witnessed in Tiger Stadium.
The best overall QB's to play in Tiger stadium, (great performance or not) IMHO were:Tittle, Jones,Stabler,Rothelesberger,Russell, Hodson,Woodley, Grossman and Flynn. Many will frown upon mention of Flynn but he's proven himself IMO. Will play for a while at the next level. Some day I would not be surprised if we add RP's name to the list. Something tells me he has a bright future in the league.

I stopped reading when the op said Russell never developed while at lsu. He is the best qb to ever take a snap in the purple and gold regardless of his Oakland career

Archie Who, gets my vote. I've never hated an opposing quarterback as much as Archie. Now I really admire the man. He came from a poor bacground and no one wanted him as a recruit. He had the physical ability , work ethic, and brains to make good decisions on and off the field.

Everyone is entitled to an opinion and this post is based upon personal observation. That being said, each of the QBs I listed impressed me way more than Jamarcus. In my personal opinion Jamarcus was so physically talented compared to other players around him that he never had to develop in college. He formed bad habits from that which carried over into the pros, thus he is where he is today.
Namath never played in Tiger Stadium. Favre never played in Tiger Stadium. Didn't see Roethlisburger play the Tigers, so I can't "vote" for him. Same for Tittle.
In the twelve years that I regularly attended LSU games, there was only one QB that we feared, and that was Archie. The loss to LSU in 1970 61-17 was pitiful. With his arm in a cast, he wasn't mobile and was off-balance. I actually felt sorry for him when LSU pinned a safety on him.
In any case this was supposed to be a fun post, not a controversial one. I hope folks enjoyed recalling games and performances they witnessed.

Tim Couch had the best QB performance in Tiger Stadium history as far as I'm concerned. He singlehandedly beat LSU.
37/50 for 391 and 3 TDs
LSU was way better than UK but Couch was the difference.
