I can't speak that much on Phillips' behalf, but it depends on how long you can wait on Kwon.
If LSU is well off at LB for a few years and allows Kwon 2-3 years to completely get back from his knee injury, add the appropriate mass for college, and really work with him with coverage. If you do that, you'll possibly get that elite LB that he was once thought to be when his redshirt Sophomore/Junior year rolls around.
He's really good at finding his way to the backfield, elite speed and closing speed for his position. It cannot be transferred to another position though, I truly believe it has to be LB, he cannot make a switch to safety. It's his size that fools everyone into thinking he could do that, but he hasn't come near maxing out his frame. He could put on another 20-30 pounds, to put him at 225-230...

Doubt we have that luxury. Granier is committed and he too is recovering from a season ending knee injury.

I knew LSU was looking for LBs this year, but I hadn't checked out how many they have on roster now.
If you need a linebacker to come in and play early, Kwon likely isn't that. Although he could shock everyone and cram everything into less than a year's time. I really wish Bama could find somewhere to put him, but even I have been reaching trying to fit him into the 34 and Bama's LB depth.
If given the proper coaching and conditioning, he has a shot to be a very good OLB in a 43. I'm not making it up, his complete speed is special...
