Water is cooler on the bottom of the pool and heats up on the top. If you are running the return jets into a fountain you are recirculating the same warm water and its not airborne long enough to cool that much for the surface area you need to cool.

Relative humidity is pretty high in the AM most summer mornings. You want to maximize evaporation the peak noon to 4 pm is when that maxes out.
