I play down #7 when teeing off on #11 at oakbourne.
I don't understand the benefit here. The greens guarded from both angles, the hole plays longer going into 7 fairway, and you have to hit a mid/long iron with your 2nd over trees if you play to 7 fairway

I've only done this once all year. Played it down the left side of a massive pond through rough instead of the fairway and cut a large dog leg left Par 4. Very fun hole to play but you have to carry it about 280 so miss hits are alway wet.

Agreed. I have done it before with a bad pull/hook from 11 tee, but I would not intentionally play it there. If you are comfortable with a high draw, why not play into the fairway and have a mid/short iron into the green and play a draw off the water?

A local course I play quite often has one hole where the next fairway over is a safe shot. I usually can't bring myself to play smart golf and end up trying to carry a pond to a narrow fairway. Get it about 50/50. Mostly depending if there are people on the next fairway or not.
On another note, we had a couple of newbs playing an adjacent hole to us. First guy tees off and hits about 10 yards next to us. Guy I'm playing with is a loose cannon and started yelling "fore mother phucker". Next guy lines up and does the same thing. I told my buddy to go get in the cart and I went over and calmly explained that we're not going to get mad if we get hit and you yell fore. If we get hit and you don't yell fore, that's when we are going to have problems. It is aggravating when people land near you and you don't hear anything before the ball lands. . .

I just have a safety concern IF large numbers of recreational players start playing purposefully down the wrong fairway.
The tour should probably discourage it as much as possible. I remember many years ago somebody teed off to another fairway, and a tree was planted overnight in the path of that shot. I google and link.

It’s a safety issue for players and the gallery at a major event. It also could create some issues at a crowded course.

I agree, in principle.
But to play devil's advocate, which do you think happens more:
(1) A golfer who is knowledgeable enough and likely good enough to actively look for angles by aiming at other fairways, pulls the trigger while a group is in his landing zone.
(2) A bad golfer aims for the center of his fairway and slices or hooks it into another group in another fairway.
I mean, I get the point you're making. It just isn't an issue of concern. To have internal OB and for it to actually factor in, you'd have to explain it to people and have them understand what you're even talking about lol. Also, internal OB is bullshite.
