For the best connection you need to have your pc wired directly to the Xbox with Ethernet. If you are using Wi-Fi, you need to have a high connection to your router and interference can cause constant problems.
If you can only use Wi-Fi, check the broadcast channel to see if there is any congestion (might be a lot if you live in an apt).

Xbox is wired. Pc was wired and didn't provide enough gain in lag to fix the problem. I have 2.4 on channel 1. Everyone else around me is channel 8.
I am speaking about input lag I guess. The reactions are too slow.

*Update*
Used my FIL's HP Stream 13 this weekend to test out if it would work on it. It worked flawlessly with 0 lag.
All that computer has is
Intel Celeron
2GB RAM
32GB Flash storage
N Wireless
LINK
The computer wasn't direct connected either.
I believe the Celeron is the bottom of the barrel for Intel. Is that correct?
I looked into the older computer and saw that the processor didn't have hyperthreading. Is this something that would have caused it to run with lag?

I can't answer any of the technical questions you have. But my wife's ASUS laptop with Windows 10 streams perfectly anywhere in our apartment. I have only used it to play Destiny. The only issue I've had is on the mayhem gametype in the crucible. That's understandable tho.
My XBOX is hardwired and the laptop is wireless.
