In a Spanish website named SoloXboxOne (already translated), a certain Xbox user has exposed that the video game might be covered by the said program which will allow players to enjoy the game on Xbox One.
The said user was able to download the "Annihilation: Pack 3" DLC from the Xbox One store which indicates that the game will be playable on the console once the backwards compatibility is released.
As proof, the user even managed to post some screenshots showing that he really downloaded the game.

i missed most of the blops 1 game time with everyone because of personal stuff going on but blops 2 was my jam with the lsat and target finder. we owned so much on that

No idea.
This is still all speculation and maybe even a bit of reaching. But it's the most promising sign to date of a COD revive of any sort.
But if you owned it on the Xbox 360, it presumably would be free with it releasing via the XBone compatibility feature
