Just an idea...why not make each agency period for each day of week that advances at like midnight every night...then everyone knows exactly?

How up to date are the offers? Is it real time, like if you made a better offer to one of my players right now and i went to look, would i see that, or will i have to wait till you advance to the next day to notice?

I have no clue? I went on and other guys had offers and I submitted one and it showed less interest than other teams. I changed my offer on some and was bumped to first. So I'm really not sure how exactly it works.
