I saw this article around noon today and was wondering when it would make it here.

Windows may be tied to 2GB of ram but PC vram isn't shared with system ram. Let's also not forget that PC system ram can be upgraded anytime. Also, I don't know many people with an actual gaming PC that run 32 bit windows.
Epic is a console developer 99% of the time though and their biggest money maker is the Unreal Engine so of course they have to pump up the next gen consoles. Can't hate on him for it but he needs to tone down the BS some.

Dude was clearly talking out of his arse. Reminded me of a used car salesman. Most gaming PCs are not going to be running on 2gigs of RAM on a 32 bit system. But that makes it harder to argue that the PS4 will be the "perfect gaming PC."

It seems many here are drawing incorrect inferences about the intent behind Rein's words. I think he was analogizing the PS4 to a "really perfect gaming PC" from a developmental standpoint, positing that most developers would prefer to build a game for the PS4 over a PC (if they were given a choice).
This isn't the case for the PS4, and it appears to be one advantage it has over contemporary (gaming) PCs.

I took it as he was saying Windows takes 2GB of ram to operate. Even in the background while you're gaming. Guess he was getting at all 16GB of the PS4 ram is for gaming only.

True. But are games taking advantage of PCs with 8+ GB of RAM and GPUs with the computational equivalence (or higher) of a GTX 670?
