the aluminum block with the slots is pulling the heat off the CPU physically. In order to do that there is thermal interface material between those two parts. It surely came with it on there. The fan's job is to blow the heat off of all of that surface area. Aftermarket coolers just have more surface area, more fans, better fans, and quieter fans.
There is no reason you should be hitting 85 C in 30 seconds at stock voltage and clocks even with the stock cooler, especially with the case open and a box fan blowing into it. 75-80 is about the norm from what I am reading for a stock 3570k with a closed case.
You see those two switches by where your CPU fan is plugged in? turn them to the off position. go into your BIOS and make sure voltage and clocks are at default setting. then run your stress test again. try it with the case closed and open with the fan.
If it's still just as high, there is a problem with how the heat is transferring to the heatsink so try changing TIM(cheap fix $5) or just go ahead and switch to a better heatsink like gardoki suggested.
After you've gotten your temps to a reasonable level, try running witcher 2 again and see if you still have bluescreen. If so, I would get a gpu stress test like OCCT and see how hot your gpu gets. If it is overheating I would look at TIM on the gpu and then airflow in the case. I seriously doubt it is airflow causing all this as you had a big fan blowing into your case and it still bluescreened.

Bought the fan. It's pathetic how hot my cpu is getting with hardly any stress. Running upwards of 70C anytime I play a game.

What did you buy again? It gets to 70 all the time or just playing witcher?

It will help. Hopefully that is the source of your problems you have had.

I agree. As cheap as the hyper 212 is there is no reason not to get an aftermarket cooler unless your budget is that tight.

I always recommend it . It's pretty much the standard entry level cooler though.
