Certainly looks playable and does seems it needs a little polishing patch. But that video just made the wait even worse.

Just finished watching it. Looks quite good. I like some of the tuning and changes they've made since the previous demos.

It isn't always on rails. You can choose to drive it manually when Ignis isn't driving.
The car essentially serves as a cutscene when on autopilot. The characters talk about backstory and upcoming plot while giving you a chance to look around at the scenery.

I gave in and watched the video. The platinum and e3 demo were underwhelming, but the gameplay in this looks better.
