Every online game rubber banding/warping (Steam) - low ping and Speedtests ok

Started 2-3 weeks ago; I live in an apartment and have Time Warner Cable. A tech has already been here after 3 chat rep conversations and found nothing wrong.
My power levels in my modem/router are fine, and Speedtests are consistently fine:
I'm about to murder someone.

I pinged google 500 times and 498 packets were received.
The min. ping was 26 I believe but there was an instance that showed the max ping as 784. That was odd.

You could be playing servers with high ping like ones in Europe or something like that. Your ping doesn't matter all that much compared to where the server is.

This is a wired connection, and it is secure. I checked the DHCP clients and it only listed my computer. I never have anything else running at the same time, and even never use my own WiFi network on my phone.
I am in an apartment, but have been here 8 months and all was good until 2-3 weeks ago.
The only other devices I have are a Xbox 360 (used for ESPN streaming w/ my dad's ATT uverse account) and a PS3 (for Netflix, HBO GO, etc) - which I never have running when I'm playing PC games (obviously).

Unless you are playing through Google, you wasted your time with those =/
Pings and tracerts are excellent tools, but they are best used when communicating with the server(s) you are having troubles with. Try running a tracert to the Steam servers and see what you come up with.

I'm going to ping a TF2 server since you can get the IP from all the servers you play on. Since I rubber band in all of them I'll just get in one and get the IP and ping it.

I would first try to isolate the source of the problem: Internet Provider, cable modem, router, PC, etc. It seems like you've done a decent amount of work to rule out your ISP and their equipment.
Could it be something on the PC itself? Is there anything running on the PC while you are gaming that might be eating up bandwidth? Carbonite or similar backup software? Do you have any other device on your network you could use to play a couple of online games and check their performance, such as your Xbox 360 or your PS3?
Furthermore, can you take your PC to a friend's house with a decent Internet connection, plug directly into their router / modem, and try a few online games?

It's the Ethernet port on the back of my computer, so I'd say that's a yes.
Also, this modem/router is my own device. I bought it on amazon 8 months ago when I moved to my apartment.

I've had a bad modem cause the symptoms you describe. I think it was overheating.

I had this problem last year. I had a bad Ethernet port, upgrading its drivers helped tremendously but it still happened quite frequently.

Thanks. I updated that and am pinging the same server. Will post results.. then cross my fingers and hope this simple solution will suffice.
