So my Weber is a couple years old and I smoke meats in it pretty regularly. Tar builds up around the lid rim and the top becomes stuck to the base.

What's the best way to remove this tar build up?

Mine will start cracking when it gets bad. When it does, I will take a plastic spoon and just scrape it off, then use a coarse, non-steel scrubbing pad for what's left. It's not perfect, but it gets most of the buildup off without scratching it. Then just wash off with the hose and put the lid over a fire to dry it.

Same here. When it builds up enough to crack I just knock off the loose stuff, rise and start to use again. I never really "clean" it all off.

Take it off the grill, spray with oven cleaner, throw in back of pickup, head to nearest car wash and power wash the thing.

I throw the lid on while the fire is hot to get it liquefied and then wipe with paper towels or a rag. Mine has gotten so bad it will drip while I am cooking. There will be a circle of black drops where the grill was while cooking.

Other than the mess I wouldn't clean it. That is just good seasoning.
