Bon Ton Cafe gets my vote for most underrated. Just ask John Besh who nominated it for the "best thing I ever ate" show on food network.

I really like Mona Lisa on Royal near Esplanade. Apparently I've gotten it on good nights, as they're supposedly a bit inconsistent, but definitely worth checking out. Really small place with a good atmosphere.
