Who to replace Julio with?

With the news of Julio not being 100% and possibly being a decoy, who is the better option in a non-PPR league?

Keenan Allen vs DEN
or
Harry Douglas vs PIT

ETA: Explanation on why I will roll Harry if Julio is out. Pitt secondary is awful. Matt Ryan has had some really good games, and someone quick and under 30 has to catch the ball. Roddy is also not quite 100%.

No telling with SD team youre going to see.

Yeah, I'm leaning towards Harry right now because of the awful PIT secondary. But it's hard to ignore Allen's numbers against Denver

I like Douglas as well there, hard to trust VJax

Similar question here, if Julio doesn't go, who do I flex? (PPR):

Lamar Miller
Steve Smith Sr.
Shane Vereen
Jonathan Stewart
or pickup Harry Douglas on waivers

Think i'd lean Stewart as long as Williams sits, you guys agree?

He is the number 1 in jax and saw alot of targets last week

He plays baltimore and they are giving up crazy points to WRs

They kept MIA in check last week. Also, no proven run game in Jax now... could affect the pass game

I gotta choose between Harry D and Steve Smith. Thinking I'm gonna roll with Steve at the present, but Harry could certainly produce.
