I think the league would likely agree that we should pick best candidate and not first come, first serve. There are no guarantees, but we're better off trying to avoid the S1 drama.
I don't know ChemE and can't attest for him, but he would seem the better candidate IMO.

I would vote to go with the fellow who has more of a track record also. Unless someone knows the other cat IRL and can vouch for him or something of that nature.
