Since breakdown record was a CBS thing and is unavailable on fantrax, Im guessing it goes to OPS+QS.

Reg. season champ gets the tiebreaker. Akin to the #1 seed getting home field advantage. You are rewarding the team that performed the best through 20 weeks.
