It has happened in the NFL and it happens in the NBA.
Now 1-8 teams? That's another story.

In the case where Seattle played the Saints. Seattle had a losing record, but won their division. Division champs go to the playoffs, that's the rules and that's fair. Otherwise, division should not exist. (Which I am for BTW or at least 2 big divisions).
