North Korea....I guess it has to be the largest stadium when the tickets are free and you are required to attend and cheer loudly!

It's only ahead because the big house is under construction currently, making less seats actually available. Also, Penn state just finished up some additional seating last year.

DK Royal (Texass) just had the north endzone upper deck filled this past off-season.
That place could hold a LOT of people if they had seating on the south endzone, but that'll never happen...they'd have to tear down their 100'x75' Jumbotron television-deal that takes up the entire south endzone.

A buddy of mine and I were talking about this last week. We were saying that they probably get ushered in by gun point in North Korea. I think the largest crowd ever in that stadium was for a wrestling match.

Since they renovated the 'Shoe several years ago...lowered the field 14', got rid of the track and added another top deck.
