In Shreveport/Bossier you couldn't get a plumber to piss in your direction for $15/hr. Typically a $70 to $100 first hour fee followed by $40 to $70/hr.

I know the plumber doesn't see all of that unless he's working for himself, but he's seeing well above $15/hr.
