They are just allowing the Greeks to do what they knew they werent going to be able to enforce. There was no way they could practically enforce a ban on Greek tailgating anywhere on campus, but they can enforce a ban on houses and Parade Grounds.

I keep saying this is painfully stupid. Just have a tailgate with no colors or letters and call it a day. There is absolutely nothing the university can say at that point because it’s not a “fraternity” tailgte then
