a lot of the time, it's just not worth the time. And in the end, costs them less, by not having to load up on court cases and lawyer fees.

Corporate policy is very strict on what loss prevention can and cannot do. Too many injuries and deaths. Once the thief makes it beyond the front sidewalk the "pursuit" is done. Beyond that, some police departments will follow and and others won't.

It depends what kind of security the store has. A lot of Wal-Marts and Targets just hire a couple of guys as security that walk around in plain clothes and sometimes watch cameras to try and catch people. Those are the guys who can't chase you once you're outside. Also, if they catch you inside, they can only apprehend you and call the police and wait for them to come, if the store is going to press charges and have the offender arrested
Then, there's the stores that have sheriffs outside of them. They usually also hire the guys to work inside, but they usually radio the cops if the offender makes it outside with something of value.
Finally, the reason most stores don't do more about it is because of some kind of theft insurance. They get the goods replaced by insurance. This is also a reason why some cost go up. It's to cover the goods stores know will be stolen.

True, but pursuing individual cases might not be cost effective. A shoplifter might make off with a tube of lipstick or a pair of jeans. The cost in terms of employee time (file a police report, pull the security footage, testify in court) will be more than the value of the item.

They do. I have a really stupid cousin that's tried to steal tvs twice and each time she's been arrested on the spot in the parking lot.

It's not even shoplifting until they leave the store. If they confront them while they're still inside then it can't be called stealing because they can always say they were going to to pay for before they left. Everyone knows it's a lie but it's still a legal technicality.
