It's a Public/Private split. It isn't an enrollment split like Texas. All private schools & open enrollment public schools are separated from the public schools once the playoffs start.
The open enrollment public schools are magnet schools or any public school that can pull students from a wider area than a standard school district.
It's intended to address complaints from some public schools about unfair advantages and recruiting from private & magnet schools, but it's a complete cluster.

Open enrollment schools aren't separated from the public schools.
Landry-Walker won the 5A state title and Edna Karr won the 4A state title, on the public side. St. Thomas More won Division II title and Evangel won Div. 1 on the Select side.

Ghost pretty much nailed it.
They call it "select/non-select" which means schools with "select" admissions policies (there are private schools, or public schools that can "select" who enrolls there.)
Non-select schools are the "traditional" public schools that have to accept everyone who enrolls.
It's basically a public/private split for the playoffs only.
