I wouldn't call them VPN companies but $SMTC and $AVGTF
are involved with VPNs.

I don't know that you will see anything significant from this honestly. Most people don't know what a VPN is, much less know how to use it. Eventually people will be upset about some other law.

Reality is that a lot of the vpn software is open source, so you would have to look at isp/hosting/cloud companies. Most of those are private. I know OVH is a major player there, at least for vpns.

Many vpn users use them to avoid interference from the govt, so those providers are a touch sketchy.

CUDA - I believe they make vpn hardware.
