Hospitals want whatever gives them the most revenue.

That is the case today.
If tomorrow we took every dollar we spent on Medicare and divided it by the number of people eligible and then gave it to those people in vouchers and told providers to price by subscription there be a mad scramble to sign folks up quick.
I should get the prize for best out of the box solution!!
