I get why trump is doing what he is doing.
But
BMW isn't an American company. They aren't moving from the US to mexico. I just don't see what angle he has here.

They are building a plant in Mexico specifically to sell cars in the US. Surely you don't think the BMW market in North America is dominated by Mexican purchases.

His angle is trying to get them to build in the US instead. I'm guessing the 35% tax is on all imports from Mexico, not just US companies that move to Mexico. Is Toyota an American company?
And as far as the tax being passed on to the consumer, that may be true in some cases, but not always. How much will BMW's sales drop if they pass the entire 35% increase to the consumer? In the free market, the consumer will decide if they want to pay the tax, or buy something else. If enough people buy something else, BMW will have to eat some, if not all of the tax.

They are building a plant in mexico to build cars that will be sold in the US.

Bc they aren't building a plant in Mexico to sell BMWs to Mexicans. They are building the plant in Mexico to have cheaper labor, skirt workplace laws and sell BMWs to U.S. citizens.
