Repeal of ACA too fast?

Wondering. The Senate passed a repeal bill last night. The House is poised to do much the same. If the two bills pass concurrently before 1/20 and are essentially the same, would they be obligated to send this to BHO before he leaves office for his signature or his Veto? Because we all know he would veto.

Anybody know?

What I'd like to know is what is the effective date of the repeal?

Is it effective the day the President signs it or is it like congress frequently does with tax bills and assigns a future date for the repeal to go into effect, for example, January 1, 2018?

Most big legislation is a multi-staged process. Preliminary legislation has to be drafted in order to attach something to a budget resolution later on. I suspect that's what the vote was about.
