Time limit on outdoor party making noise

What time is too late for people to be having an outdoor party in a residential neighborhood? Lots of cheering, yelling, chanting, making the dogs bark etc.

I believe noise ordinances are in effect in EBR on Friday and Saturday from 11p to 7a and 10p to 6a the other days of the week.

Weekday 9:00 pm

Friday or Saturday. 11:00 pm


And I'm not saying it has to be shut down at these times, these are the times that I would expect my guests to start being respectful and considerate of my neighbors
