ASOIAF: who now has control of the artistic rights? Martin or HBO?

Seems to me the guys at HBO. I think this is an outline for Martin to finish the books.

Martin told them how it would end

This and he probably gave them some broad strokes of how to get there.
Other than that the show has always been the domain of the show producers, and the book is the domain of Martin. He isn't going to just copy the show. That's absurd, and it would not work because of storylines that are divergent from the show. It's in the details, and there are some pretty significant differences in the details at this point.
Martin will write it however he wants to write it if ever actually gets around to it.

The show is going to give Martin the excuse not to finish them.

After reading ADWD which begins with TL going to see Dany and 1,000 pages later ends without them meeting I realized the books will never be finished.

But they are choosing how to get there. Books and tv show will have the same destination but take different paths

It has actually given him incentive to finish faster. He hates where the show has gone, and is trying to get WOW out as soon as possible.

I don't care if it's a ghost writer or fan fiction at this point, I just want a conclusion for the story. I feel bad for the ones who started this series in the 90's.

Link?
Not saying it isn't true, I've jut never heard this and he sure loved being tied to it for a long time. He made every premiere and his face was popping up all over the place in connection with the show.

Laugh all you want but it's true. George and his diehards hate what the show has become. He's feeling the pressure

The show has been going for 5 years, entering the 6th. If Martian really hated what D&D was doing, and felt any pressure at all to finish the series, Winds of Winter would've been out before this season started. He might say that he tried to get it done, but evidence of a lack of WoW shows the contrary.

Because it made him rich.
Then D&D started making major changes that George couldn't control, killing characters off, completely omitting major characters. No link, but I don't think I've seen a GRRM interview where he doesn't reference the amount of characters killed in the show that are alive in the books and look pissed about it.
Also, he wrote to his fans on his blog to leave him alone with their complaints about the show's divergence from the novels saying he has nothing to do with that.
I remember his editor tweeting last year during season 5 to read the books if you wanted the story the way the author intended.

I wouldn't be surprised if it was released before the season was over

Notice how he hasn't recently? He was on every comic con panel 2011-2014. Not 2015

Well there was no way to not cut out characters. Martin knew that from the start. And the reason he probably looks pissed isn't because they did, it's because he's tired of being asked about it a million times. Also keep in mind, until it became obvious to him they were quickly catching up so he better get busy, he was writing an episode a year. So it's not like he could have been too upset.

Again, not frustration with the series, frustration with book readers complaining over and over. If he was really upset with the show he wouldn't be trying to get them to do a spinoff after the main show ends.

Again, just a reply to angry book readers complaints that's pretty much common sense.
