Does anyone know a place or person that will give loans out to someone with bad credit. Not payday loans. Interest rate doesn't matter.

Kinda sounds like how someone would find themselves in this situation to begin with.
But to answer OP, no, I don't know anyone in the mafia.

Trying to pay off some bills and do a few car repairs

How much are we talking?
I think Regions has some kind of program but the amount you can borrow is pretty low. Also credit unions can sometimes be flexible.
You can also try Springleaf credit or a place like that. If you are current on all your debts, they may be able to work with you. But they front-load all of their interest into the principal of the loan. Basically, if you borrow $3,500 over 3 years and your total interest amount is $1,000, then they treat it like a $4,500 loan paid over three years with no interest.

I had tried springleaf, but was denied. I have bills that are past due, so that's probably why. I need the loan to get me current and get my car repaired so it will last for me to get back and forth to work.

The amount I'm trying to get is 2200

yes that is tough.
Do you have any family or friends that can help?
I'd be more worried about getting the car fixed first. So maybe instead of trying to borrow enough to do the car and the past dues, just deal with the car.
Any kind of 401K or anything you can borrow from?

Unfortunately not
Yes, it would be good to just get the car fixed. Would be better than not being able to get to work.

At this point my only other suggestions are, can you sell some stuff, and a payday loan. I know neither are helpful. I'm sorry.
