No you cannot as far as I know.
Now, if you have a Chase Sapphire PREFERRED, you can transfer to many different travel partners, of which SW is one of them. You can pretty much recoup the cost of the annual fee by buying a flight with a points transfer.
For example, a typical SW flight may cost $350 in cash or 20,000 points. If you were to transfer those 20k points from Chase Ultimate Rewards (equivalent to $200) you'd basically save $150, and cover that $95 annual fee in the savings from that one flight.

No, they cannot. Those southwest points are technically property of Southwest and have a dollar value in the airlines eyes. It appears on their financial reports.
The southwest CC points don't expire so that's nice, but the Sapphire points can be redeemed on a lot of airlines.
