We have assumed that, but we don't know that yet. If you go strictly off that trailer, they made it appear that the whole "civil war" is based on Cap helping Bucky evade capture, not because of Inhumans. The whole exchange where Cap tells Tony that Bucky is his friend, and Tony says that he thought he was his friend kind of highlights that.

We'll see if Inhumans factor into why Cap and Tony are at odds, but based solely on the trailer, it looks like it is because of Bucky.

It will be fun to watch, but I have some serious concerns about the plot.. I hope they stay away from the registration story line as much as possible.

I wonder when we see "Director Johnson" of SHIELD in one of the films.
