An elevated freeway on Florida Blvd would take a huge load off the interstate. To minimize cost, it could be one-way inbound (westbound) in the morning and one-way outbound (westbound) in the afternoons. Washington D.C. does this.

It would basically serve the downtown traffic during rush hours for commuters that currently use I-12. It should take a lot of traffic away from the I-10/I-12 intersection.

Creating an elevated expressway down airline highway from the old bridge to I-12 and to further down to I-10 is really what is needed, and seems like the easier of the options.

We could even do without something like this if more people worked from home.
