You have to drive past a bass pro on your way to the keys. Just stop in an buy a $50 throwaway rod. It kind of depends on which island you are on but for the most part it's just piers and bridges, not much else with the exception on a a hand full of wadeable spots.
Bahia Honda State Park has some walk and wade fishing and so does Geiger beach. If you can scare up a kayak or paddle board it will help.
I forgot to mention to load up whatever reel you want to use and drop it in your carry on. It will save you from having to buy a combo.

I made a rod tube out of thick walled PVC pipe and glued screw on lids to the ends. Made a handle midway with rope. Works fine.
