Do tires insulate my car from a fallen electrical wire?

If a wire falls on your car the tires do not keep you from being shocked. The vehicle is the path to the ground, so while you remain in the vehicle, you are safe. As soon as you step out the vehicle, you become the path to the ground and you will be in immediate danger and possibly fried.

It is a myth that the tires protect you – the metal of your car conducts electricity around you, as if you are a bird sitting on a power line.

Depends on the voltage, but rubber is not a perfect insulator, and will quickly catch fire. Once the tires are gone it just the metal rims left.
