I'm good with $50-$75 per person per meal.

Im just assuming, but correct me if wrong, that since this is a cruise, you will need to be back on ship by 6 pm (taking dinner out) so you are looking for lunch.
The real problem is most "lunch hours" in Europe, but especially Spain, dont begin until 1 pm at the earliest. So not sure how tight your schedule will be with seeing sights and the like.
Near the port is a pretty good restaurant called 7 Portes, it serves traditional Spanish cuisine in a historic setting. Its not the best food ever, but it will meet your budget and is pretty good. Also Cal Pep and Origens (although not sure Origens is open for lunch) are right there and pretty good.
Your best bet might be to go the Boqueira and eat small meals at each of the food stalls there.
Cruise to Europe is better than nothing I suppose, but man is that a limiting way to travel.
