I agree with your post but here's a quote from Brees just from a few days ago.

It is due diligence as well. Say you scout him, think he's "okay", but another team is VERY infatuated with him in the late 1st or even at our 2nd round pick, you have the option of dangling that pick for ransom. Of course that is if you think he's "okay"....

Since 2011, this is how many QB's have been drafted top 2 rounds:

2014: 5 total: Blake Bortles (3), Johnny Manziel (22), Teddy Bridgewater (32), Derek Carr (36), Jimmy Garoppolo (62)
4 year average: 4.5/yr

2006 and 2007 - 5 QBs picked (10 total)
2008 and 2009 - 4 QBs picked (8 total)
2010 - 3 QBs picked
5 year average: 4.2/yr
