Sounds congruent with the thinking of Baton Rouge. I'm from a big city where pedestrians are the norm, but in Baton Rouge I've nearly been killed a few times while crossing correctly and legally. I'd wait for the green light, then begin to cross, and there would be this Bubba making a left turn into me. Many times I would have been hit if I didn't jump out of the way. Some would lay on the horn or shout at me out the windows as if to say, "You need to be in a fricking car, idiot!!!" It came to the point where I would hold my keys in my hand, and if they cut me off, they would have a nice key scrape down the side of their vehicle. Call the cops. What are you going to say, that you hit a pedestrian while crossing legally?
Sounds like this law would suit BR just fine. In fact, while they're at it, they should make it illegal to walk anywhere in the city, that way they wouldn't have to spend any of their 9% taxes on wasted concrete.
