Was a law passed which restricted speech that I missed?

No. Is that a condition precedent to finding a violation of freedom of speech?

OU is a public and taxpayer funded institution and the students are being expelled from it over free speech.

My assumption was that the First Amendment protects from criminal prosecution.

While OU is a public institution, it's not like they're being arrested for their speech. I imagine it's a simple code of conduct issue. Free speech is irrelevant.

Speech does not have to be "acceptable" to be covered by the first amendment. In fact, most of the speech that has raised first amendment issues in the past has been deemed "unacceptable" by most. That's why there is an issue to begin with

What the first amendment protects and what society finds acceptable are two different things. I was not attempting to confuse the two.

OU has no right to punish them for legal speech.
OU does have the right to punish them if they violated its code of conduct.

Every single court that has considered campus speech codes and other campus speech restrictions has found that all speech, including racist speech, is constitutionally protected and that universities may not discipline students based on their speech....which is why this decision to expel them is troubling.

The university president wrote that the students are being expelled for “your leadership role in leading a racist and exclusionary chant which has created a hostile educational environment for others.

Given the president's letter, it's clear that the students are being expelled solely for their speech,
