I spotted one dressed like this at a little pizza place the other day. Black running shorts, and what must have been a XXL sorority T-shirt. It was so baggy and large for her that the neck of it was almost falling off one shoulder. It would have fit a man who was 6'3" 225. She was probably 5'4" and 120. About my wife's size. I understand a little bit baggy, but this was like an extreme. Not attractive in the least. Had she stuck with a Large shirt it still would have given her that look without it being laughable. My wife was a sorority girl and she even does this some, 10 years after college. But it is usually Yoga pants and one of my old t-shirts. Except they're mostly large and just a little bit baggy on her.

HS girls have jumped on this trend as well
my neighbors HS daughter was having a party the other day, and the every single girl there had on an XXL tshirt, running shorts, and Chacos
