Uber runs a background check before you can drive. The guy in Tuscaloosa must not have had a record. Uber riders are covered under a 1 mill liability policy. Most cab liability policies are less.

Also, at least in Louisiana, anyone can get a chauffeurs license. It's just a little bit harder written test, a higher fee, and you are a chauffeur.
