These cameras—various models are already on the market—are small and unobtrusive and include safeguards against subsequent manipulation of any recordings.

Many do but "forget to record" when they know they're in the wrong.
They also want to film you but when you film them they get pissed.

Even if they did, I guarantee you the cameras would "malfunction" more than McDonalds shake machines.

I think this is a great idea, especially since so many PDs seem to be embracing the idea of putting cameras up in public places and filming e general public 24/7 and even using this surveillance to issue citations as they do with traffic cams. What's good for e goose is good for the gander. They don't have a leg to stand on in their opposition to being recorded.
