ummmmmm no. That's not how it works. And it's not hard to get into the local union if you are a local resident. Plus it's a right to work state. This person needs to identify the local art directors, construction coordinators or foremans and try to get on a show as an entry level propmaker. The really big shows will bring in those positions, but most of the carpenters are local.

Call the local 478 and see if they are offering any local training/workhops or hiring permits to meet the demand. There aren't enough local construction people to meet the demand, so the local wants Louisiana residents since it makes the region more attractive to producers and studios.
