ive made a case for 2 out of the 3 of these.
if she can in fact control guys, this is a very quick match. she is also pretty suped up in terms of speed and strength and can fly. she can also shoot poison.
Ra's typically avoids conflicts with the Clown Prince. i think hes afraid of something he can never understand. Joker being the absolute wild card against a very organized mind I think gives him the edge.
hes taken out the entire JLA multiple times. his suit alone has enough power.

1) Queen Bee - main power is controlling men. She wins.
2) Joker - a complete loon and way too unpredictable. He wins.
3) Prometheus - there are 3 versions, depends on which one. (Did someone mention Blue Beetle earlier..... Here we go again)

When has he ever been able to approach Batman in a straight up fist fight? Unless the Joker has an ace up his sleeve (like Clayface or...Ace), Batman has always been able to kick the shite out of him. Joker isn't all that much of a physical opponent, just a mental one. Batman could kill him at any given time, and that's the perfect thing about the relationship is its something Batman refuses to do. The hesitancy is the only thing that ever really give Joker the advantage over Batman.

I don't remember the exact book, but I remember there was a comic where they were going at it pretty good.
Batman was even saying how he forgets how quick and agile the Joker is.
Of course Batman wins, but Joker has "some" skills.
