Believe it's Thailand and Vietnam where they not only eat dogs and cats, but can pick out the very one they want to eat at a restaurant....while it's still alive in a cage

I've been living in Japan for 18+ years and trust me, this is NOT the norm here. I know of no one who has every been to a restaurant that does this.
So...it's a non-issue.

I don't see the problem with this, have you ever picked a lobster or fish out of a tank and let the chef prepare it or even ordering live catfish from Tony's and them dressing it for you?

That idea is pretty common in asia. I've been in restaurants in Taiwan and Korea etc, where you can pick out the specific fish you want to eat, from the tank. They pull it out, filet it, cook it and serve it within about 20 minutes. Tank to plate.
Had not heard of that with dogs, but it makes sense.
