Overall player right now? Stevenson. Give Fraley another year though and I'd pick him.

Currently: Stevenson and it's actually pretty close.
Fraley has a much higher ceiling though (and I'm a big proponent of Stevenson having a higher ceiling than most think/thought).
Fraley has the ability to be a 5-tool player. He needs to put it all together and over an extended period of time and we may have a star.
