That's what we have used for cobia bait for years. Great use of a hard head. We would catch a bunch with dead shrimp before we went out. Then you just snip the fins to make them bleed a bit and hook them live. If there was a cobia in the area, you didn't have to wait long for a hook up.

Every time we plan to make a trip, we throw the cast net off the dock and load up with small hardheads. Snip the spines and stick em in the live well. If cobia aren't biting on anything, they'll usually still hit the catfish.
