He should be paying someone $500 to take it off of his hands.

I went through this same situation with a pirogue that didnt have any paperwork on it. After tons of research, I ended up giving it away to a guy with private land.

If that guy absolutely cannot get ahold of the previous owner or "does not know" the previous owner, you cannot do anything. No filing for lost title, no new or original BOS, etc.

"Boat had rotten deck in cockpit and a small place on the front deck cut out, needs to be replaced. Needs bilge pump plumbed. Needs livewell pump and plumbing. Wiring for everything except the engine, gauges, trim/tilt has been removed and needs replaced."

Anyone who buys this "rig" better have a lot of $$$ and a lot of time to spend on it.

Absolutely.

No papers, rotten floor, old motor.

It would be impossible to buy that boat cheap enough to make it worthwhile.
