Greatest players to never play in a World Cup

Glassman's post on the Bale thread got me thinking about this. Who are the greatest players to never play in a World Cup? It can be guys who were on stacked national teams who couldn't quite break in, guys who had run-ins with national team coaches, or guys who played for countries that weren't good enough to make it in the World Cup to begin with.
I'd have to put George Weah (Liberia) and Abidi Pele (Ghana) on the list, along with Gareth Bale, Ryan Giggs, George Best, Matt Le Tissier, and Ian Rush from the UK. The French guys who were stars in the early 90s like David Ginola and of course Eric Cantona. Looking up players for this post, apparently Di Stefano never played in a World Cup, and he'd have to be at the top of the list.
Also, the guys from the Manchester United team who died in the plane crash (Duncan Edwards, etc).
Did Robbie Fowler ever actually play in the World Cup or was he just on the roster? Paul Ince and Steve McMannamen barely miss the list, having played in 1998, but it's amazing how little the Spice Boys contributed to the English NT.
