So is your hypothesis that black people commit crimes at the same rate as white people but that because they are targeted they are arrested much more frequently?

"The system" needs people to commit crimes an be arrested and the easiest targets are black/poor people.

So while yes black people are arrested more frequently, in grand scheme the environment created for them puts them in situations to commit more crimes also. If this was a 20 page college paper I could hammer out everything and show why at some point it becomes a self fulfilling prophecy.
