While you can certainly lay brick over existing brick, most times doing so on a set of steps will mess the rise/ height of the steps up. You are going to be adding 2.5" -3" to the overall height of your steps. You need to make sure the elevation change won't affect what you're stepping on to.

It won't the first step is currently at ground level. I'm also building a new sidewalk with it so I can match up the height to ensure the first step is fine.
